ESU 7 Special Education Director

REQUIRED RESPONSIBILITIES AND JOB TASKS:


  1. Educational Leadership:
    1. Serve as the educational leader of ESU 7’s life skills and educational behavior programs (herein referred to as programs) and as a positive contributing member of the administrative team.
    2. Provide a leadership structure to ensure rules and instructions to program employees and students are in compliance with department procedures and Board policy.
    3. Evaluate curriculum, teaching methods, and programs to determine their effectiveness, efficiency and utilization and to ensure that the special education program complies with federal and state laws ad regulation and Board policy or directives, and implement changes as appropriate.
    4. Determine the scope of program offerings and the staffing and facility required to provide the educational program.
    5. Review programs and recommend modifications of program to the ESU 7 Special Educaton Director for considertion.   
    6. Collect and analyze student data, procedural information, and data on demographic trends to forecast service needs.
    7. Attend IEP, MDT team meetings when invited to ensure services and accommodations are provided to students in accordance with Nebraska Special Education rules.
    8. Ensure the mission and goals of the ESU are adequately reflected in the special education program and operations.

  1. Relationship with ESU 7 Chief Administrator and Special Education Director
    1. Attend and participate in Board meetings and its committees as requested by Administrator.
    2. Prepare and submit to the Special Educaton Director recommendations relative to program matters, placing before the Special Education Director such necessary and helpful facts, information, and reports as are needed to ensure the making of informed decisions.
    3. Submit to the Special Education Director explanation of any proposed procedure that would involve either departure from established policy/procedure or the expenditure of substantial sums.
    4. Act on own discretion if emergency action is necessary in any matter not covered by Board policy, report such action to the Special Education Director as soon as practicable, and recommend policy in order to provide guidance in the future.
    5. Make a continuous study of the development and needs of the programs.  Inform and advise the Special Education Director about the programs, practices and challenges of the programs.
    6. Keep informed of current curricular and educational trends and practices, as well as proposed legislation impacting the programs.  Inform the Special Education Director of significant developments in these areas.
    7. Provide long-term planning to guide department procedure development, present recommendations for the revisions of procedures, communicate department procedures and related Board polity to personnel, and ensure procedures and policies of the Board are implemented.
    8. Serve as a leader to assist the Special Education Director to develop a vision for the programs and a comprehensive long-range plan.  Recommend to the Special Education Director, annually, program goals and monitor and report on the progress toward achieving established goals.

  1. Personnel Administration
    1. Recommend parameters for recruiting and interviewing prospective employees within the programs to Special Education Director.  Recruit and recommend for hiring the best qualified and most competent persons for positions within the limits of the budget.
    2. Assign or transfer employees to their positions as deemed in the best interests of the program(s).
    3. Direct, supervise and evaluate any subordinate staff.
    4. Recommend and implement the ESU’s program(s) staff training.
    5. Conduct observations and evaluations of program staff, in accordance with the Board evaluation policy and legal requirements, and assure that observations and evaluations are completed by others who are delegated such duties.  Implement improvement or corrective action plans when needed.
    6. Recommend to the Special Education Director for final action the promotion, salary changes, demotion, or dismissal of program employees.  
    7. Hold meetings of teachers or other employees for the discussion of matters concerning the improvement and welfare of the program.
    8. Communicate directly or through delegation all actions of the Special Education Director or Chief Administrator relating to personnel matters to all affected program employees and communicate to the Special Education Director or Chief Administrator communications employees wish the Special Education Director or Chief Administrator to receive.
    9. Develop and maintain a positive and professional working relationship with the staff.

  1. Management of Finances
    1. Fiscal Planning: Conduct fiscal planning or direct such to be completed, to include forecasting indicated revenue, expenditures, and needs to ensure sound financial operations and no unexpected budget deficits.
    2. Budgeting: Recommend budget priorities and the allocation of sufficient funds for the programs. Prepare at request of the Special Education Director the annual budget needs of the programs.  Administer the progam budget(s) in accordance with legal requirements and adopted Board policies.
    3. Funding Sources: Prepare and submit grant proposals and access other available funding.
    4. Accounting: Ensure funds are spent prudently by providing adequate control and accounting of the program’s financial and physical resources and the development and implementation of sound business practices consistent with Board policy and law.
    5. Purchasing and Contracting: Implement and follow procedures for the efficient and fiscally prudent purchase of goods and services within the limits of the program budget.  Purchase equipment, materials and supplies within the program budget or as directed by the Special Education Director in accordance with Board policy and department procedures.

  1. Property Management
    1. Maintain a current inventory of instructional materials, equipment, and supplies.
    2. Direct and coordinate building maintenance and the use of facilities for programs.
    3. Follow and provide input to the development of  procedures to ensure adherence to codes and facility safety, security, and maintenance, including implementing fire, tornado and other drills as required by law, directives of the Special Education Director.
    4. Provide suitable instructions and procedures for staff to govern the use and care of ESU properties.
    5. Recommend to the Special Education Director the sale or disposal of property no longer required by the program(s).
    6. Recommend to the Special Education Director short and long-range facility needs.

  1. ESU/Community Relations
    1. Represent the ESU before the public and establish and maintain a program of public relations to keep the public well-informed of the programs and activities, policies and practices, and needs and successes of the special education programs, so as to promote a positive relationship between the programs and the community.
    2. Confer periodically with professional and lay groups and transmit to the Special Education Director suggestions gained from such conferences.
    3. Develop partnerships with businesses, communities, and other organizations to help meet identified educational needs.
    4. Maintain positive relations between the programs and local media.

  1. General Responsibilities
    1. Administer the programming in conformity with the adopted policies of the Board, state and federal laws and regulations, and all other laws and regulations.
    2. Recomend procedures to Special Education Director to ensure the proper functioning of the sprograms are made.
    3. Keep current with educational trends and program management developments by attending conferences and other professional development activities.
    4. Develop and distribute staff and parent-student handbooks. Insofar as the provisions of such handbooks, manuals or booklets are not in violation of the policies and regulations or the officially adopted practices and procedures of the Board or law, these contents of the handbook shall be binding.
    5. Take necessary steps to assure the safety and welfare of students and employees in the special education department.
    6. Complete, or oversee the completion of, all reports and forms required by the Nebraska Department of Education and other governmental agencies and ensure that such reports and forms are submitted on or before the due date.
    7. Maintain directly or through delegation such personnel, student, business, and other records that are required by law or by Board policy. Serve as the custodian for special education department records.
    8. Maintain confidentiality of information concerning staff, students, and parents in accordance with law and ESU 7 rules.
    9. Adhere to the code of ethics of the District, the Nebraska Department of Education (NDE Rule 27) and the American Association of School Administrators. The Special Education Director must serve as a positive role model for staff and students.
    10. Perform other tasks or duties as assigned by the Special Education Director.
